国家是一个开放的复杂巨系统,从系统工程视角探讨国家治理的一些学理问题。由统治到治理,国家治理体系如何保持民主与集中的张力是亟待解决的重要问题,意味着政府职能的重大转变及大众民主的深化与扩大。国家治理体系需要国家理论的指导,在回顾资产阶级国家理论及马克思主义国家理论的基础上,建议研究当代中国特色社会主义的国家理论,以回答国家治理实践中的诸多问题。"人民当家作主"应当是我国国家治理体系的最高价值目标,也是最根本的政治目标,有必要探讨这一目标的实现形式。在社会主义国家,官僚主义以及由此衍生的资产阶级法权是这一目标的最大障碍。基层社会治理应当是政府他组织与基层自组织的有机结合,是政府顶层设计、指导服务与基层组织承担责任的有机统一,以此实现社会良法善治。 相似文献

Large‐scale production of hydrogen from water‐alkali electrolyzers is impeded by the sluggish kinetics of hydrogen evolution reaction (HER) electrocatalysts. The hybridization of an acid‐active HER catalyst with a cocatalyst at the nanoscale helps boost HER kinetics in alkaline media. Here, it is demonstrated that 1T–MoS2 nanosheet edges (instead of basal planes) decorated by metal hydroxides form highly active / heterostructures, which significantly enhance HER performance in alkaline media. Featured with rich / sites, the fabricated 1T–MoS2 QS/Ni(OH)2 hybrid (quantum sized 1T–MoS2 sheets decorated with Ni(OH)2 via interface engineering) only requires overpotentials of 57 and 112 mV to drive HER current densities of 10 and 100 mA cm?2, respectively, and has a low Tafel slope of 30 mV dec?1 in 1 m KOH. So far, this is the best performance for MoS2‐based electrocatalysts and the 1T–MoS2 QS/Ni(OH)2 hybrid is among the best‐performing non‐Pt alkaline HER electrocatalysts known. The HER process is durable for 100 h at current densities up to 500 mA cm?2. This work not only provides an active, cost‐effective, and robust alkaline HER electrocatalyst, but also demonstrates a design strategy for preparing high‐performance catalysts based on edge‐rich 2D quantum sheets for other catalytic reactions. 相似文献

Oxygen reduction reaction(ORR) plays a critical role in many energy conversion and storage processes.Therein, a comparative study of the electrocatalytic activity for ORR in 0.1 mol/L KOH solution was conducted using layered perovskite-like LaSr_3 Fe_3 O_(10) and LaSr3 Fe_3 O_(10)-graphene oxide(GO) composite as electrodes. Linear sweep voltammetry(LSV) results show that the LaSr3 Fe_3 O_(10)-GO hybrid exhibits higher current density, a more positive onset potential(-0.15 V vs. Hg/HgO) in comparison with LaSr_3 Fe_3 O_(10).The value of the overall transferred electrons for both catalysts implies a dominant two electron process for ORR. Both catalysts under alkalic conditions exhibit a two-step Tafel slope, suggesting a change in the reaction mechanism for ORR. The composite electrode exhibits a higher ORR current density, but inferior durability performances in relative to the LaSr_3 Fe_3 O_(10) electrode. 相似文献

Distributed X-ray sources comprise a single vacuum chamber containing multiple X-ray sources that are triggered and emit X-rays at a specific time and location. This process facilitates an application for innovative system concepts in X-ray and computer tomography. This paper proposes a novel electron beam focusing, shaping,and deflection electron gun for distributed X-ray sources.The electron gun uses a dispenser cathode as an electron emitter, a mesh grid to control emission current, and two electrostatic lenses for beam shaping, focusing, and deflection. Novel focusing and deflecting electrodes were designed to increase the number of focal spots in the distributed source. Two identical half-rectangle opening electrodes are controlled by adjusting the potential of the two electrodes to control the electron beam trajectory, and then, multifocal spots are obtained on the anode target. The electron gun can increase the spatial density of the distributed X-ray sources, thereby improving the image quality. The beam experimental results show that the focal spot sizes of the deflected(deflected amplitude 10.5 mm)and non-deflected electron beams at full width at half maximum are 0.80 mm 90.50 mm and 0.55 mm 90.40 mm, respectively(anode voltage 160 kV; beam current 30 mA). The imaging experimental results demonstrate the excellent spatial resolution and time resolution of an imaging system built with the sources, which has an excellent imaging effect on a field-programmable gate array chip and a rotating metal disk. 相似文献

This article theoretically and empirically analyzes backtesting portfolio value-at-risk (VaR) with estimation risk in an intrinsically multi-variate framework. It particularly takes into account the estimation of portfolio weights in forecasting portfolio VaR and its impact on backtesting. It shows that the estimation risk from estimating portfolio weights and that from estimating the multi-variate dynamic model make the existing methods in a univariate framework inapplicable. It proposes a general theory to quantify estimation risk applicable to the present problem and suggests practitioners a simple but effective way to implement valid inference to overcome the effect of estimation risk in backtesting portfolio VaR. In particular, we apply our theory to the efficient mean-variance-skewness portfolio for a multi-variate generalized autoregressive conditional heteroscedasticity model with multi-variate general hyperbolic distributed innovations. In this work, we synthesized Se doped MoS2@Ni3S2 with nanosheets coated nanorods structure supported on Ni foam (MoNiSeS). Firstly, MoS2@Ni3S2 (MoNiS) nanorods was synthesized by hydrothermal method. After selenization treatment, MoSe2 successfully formed on the edge of MoS2 nanosheets and particle Ni3S2 transformed into NiSe, in which MoSe2 and NiSe acted as new phase in MoNiSeS. The obtained MoNiSeS only needs a low overpotential of 68 mV to reach the current density of 10 mA cm?2, and has a low Tafel plots of 72.77 mV dec?1 and good electrochemical durability, whose electrochemical activity is much better than that of MoNiS and NiSeS, implying the introduction of Mo and Se is beneficial to improve the electrocatalytic performance of NiS for HER. In addition, the proper amount of Mo source, which has an effect on the morphology of product, has also been investigated. For MoNiSeS, the typical nanosheets coated nanarods expose more active sites and the synergic effects is good to the improvement of the catalytic activity. Meanwhile, WNiSeS has also been prepared using the same method and the corresponding results show that the electrochemical activity of WNiSeS is much better than that of NiSeS, proving the universality of this strategy. 相似文献
